Background and Discussion:
Following a disaster, the Office of the County Engineer is tasked to remove debris from the Right of Way (ROW) and conduct route clearance in the Harris County Integrated Emergency Management Plan. This effort supports the Precincts who have primary responsibility. Route clearance and debris management is the first and most-visible sign of post-disaster recovery.
The debris hauler contract is a $0 contract (contract value is $56,047,881). The contractor does not mobilize until Commissioners Court approves funds; this is often done during an emergency court session following a disaster. If a Federal Disaster Declaration occurs, the contract is reimbursable by FEMA.
DRC mobilized in June, 2023, to support Precinct 1 debris management efforts in northern Haris County following a microburst. DRC was onsite picking up debris within 48 hours of the incident; Commissioner Ellis praised the OCE on the quick response. DRC did not meet its MWBE goal (...
