Background and Discussion:
On July 18, 2023, Harris County Commissioners Court approved Amendment Sixteen (16) to the Interlocal Agreement between the Harris County Housing and Community Development Department (formerly CSD) and the City of Baytown, Texas to provide local bus services for the City of Baytown. The local bus service is funded through Federal Transit Administration (FTA) 5307 Urban Formula Grants administered by the Community Services Department and local matching funds provided by the City of Baytown.

On September 12, 2024, the Baytown City Council approved Amendment Seventeen (17) to continue bus service and provide passenger shelter trash removal for another year through July 8, 2025. The City of Baytown will provide $410,000 in local match funds for this service.

Expected Impact:
Fixed Route Bus Service in Baytown will provide more than 89,000 Unlinked passenger trips from July 2024 through June 2025.

Alternative Options:
Failure to approve Amendment 17 to this interlocal agreement will result in cancellation of Bus Service and deny transit dependent residents affordable public transportation.
