Request for approval of four Community Development Block Grant Entitlement (CDBG-EN) funded agreements with (1) Harris County Precinct Two for Airline Improvement District Zone 3 West Bertrand Water and Sanitary Sewer project; (2) Harris County Precinct Two for Parkwood Estates for Water Distribution System Phase 4 (Olana) project; (3) Crosby Municipal Utility District for Surface Water Treatment Plant Facilities Improvements project; and (4) Harris County Water Control and Improvement District No. 21 for Drinking Water and Fire Protection Improvements project.

Background and Discussion:
On January 10, 2023 and August 8, 2023, Harris County Commissioners Court approved the PY23 Annual Plan for Entitlement funds, which included a global project that is supported by the above referenced Infrastructure Investments project activities.
(1) Harris County Precinct Two for Airline Improvement District Zone 3 West Bertrand Water and Sanitary Sewer Project - provide reliable drinking water and fire hydrants to bring public water/sewer to areas where residents use water wells prone to contamination and failing septic systems that can contaminate water wells and roadside ditches/public waterways. Construction includes water lines services connections and plugging of water wells. This shall benefit one thousand eight hundred fifteen (1,815) persons, which is (57.80%) are low to moderate income in Precinct Two.
