Background and Discussion:

On January 10, 2023 and August 8, 2023, Harris County Commissioners Court approved the PY23 Annual Plan for Entitlement funds, which included a global project that is supported by the above referenced Infrastructure Investments project activities.

(1) Harris County Precinct Two for Airline Improvement District Zone 3 West Bertrand Water and Sanitary Sewer Project - provide reliable drinking water and fire hydrants to bring public water/sewer to areas where residents use water wells prone to contamination and failing septic systems that can contaminate water wells and roadside ditches/public waterways. Construction includes water lines services connections and plugging of water wells. This shall benefit one thousand eight hundred fifteen (1,815) persons, which is (57.80%) are low to moderate income in Precinct Two.

(2) Harris County Precinct Two for Parkwood Estates for Water Distribution System Phase 4 (Olana) project - provide reliable drinking water and fire hydrants to bring public water/sewer to areas where residents use water wells prone to contamination and failing septic systems that can contaminate water wells and roadside ditches/public waterways. Construction includes water lines services connections and plugging of water wells. This shall benefit one thousand three hundred twenty (1,320) persons, which is (67.35%) are low to moderate income in Precinct Two.

(3) Crosby Mud Utility District for Surface Water Treatment Plant Facilities Improvements project - to improve the Surface Water Treatment Plant (SWTP) Facilities and relocate the existing Settling Basins from the SWTP West Tract to the SWTP East Tract.  Settlement debris will be settled and beneficially land applied in energy efficient manner and environmentally friendly method that will benefit all of Crosby MUD. This shall benefit three thousand seven hundred ten (3,710) persons, which is (41.99%) are low to moderate income in Precinct Two.

(4) Harris County Water Control and Improvement District No. 21 for Drinking Water and Fire Protection Improvements project - replacement of aging and deteriorated water line pipes on North Brentwood and on South Drive to improve water quality, pressure, reliability, and fire-fighting capability. This shall benefit one thousand six hundred forty (1,640) persons, which is (63.94%) are low to moderate income in Precinct Two.

 

Expected Impact:

To provide funding for infrastructure investments project activities that meet the needs of low-and moderate-income residents in Harris County.  The anticipated fiscal impact to the County of the three agreements is $3,323,995 in CDBG-EN funds.

 

Alternative Options:

If the agreements are not approved, then low-and moderate-income households in the Harris County Service area will not benefit from the respective infrastructure investments project activities.
