Background and Discussion:
HCFCD Unit Q114-00-00 has a long history of flooding and has been included in previous Cedar Bayou Flood Risk Reduction Study. The preliminary engineering report (PER) is needed to determine the best use of flood mitigation along this channel, to identify the require ROW and support other large-scale flood reduction efforts in the Cedar Bayou Watershed. The preliminary engineering effort is complex and requires review of other past and ongoing efforts along Q114-00-00 and the surround area, detailed H&H modeling, right-of-way (ROW) identification and conceptual design. This court action is to proceed with preparing a Preliminary Engineering Report (PER) and conceptual design for the Q114-00-00 regional detention and channel improvements project.

Expected Impact:
