Background and Discussion:

As prescribed in the American Rescue Plan Act (ARPA), the Metropolitan Transit Authority of Harris County, Texas (METRO) was named the designated recipient for Federal Transit Administration (FTA) Section 5307 ARPA funds for the Houston Urbanized Area. METRO has subsequently apportioned and notified the FTA that Harris County, as a direct recipient of 5307 funds, will be responsible for accepting and obligating directly to the FTA the allocated funds for the Section 5307 ARPA program. The above funds are allocated to Harris County to provide continuation of transit operations and programs. The FTA/ARPA 5307 allocation for Harris County is a total of $4,603,485 federal dollars to be used at 100% and no match is required. 

 

Expected Impact:

These funds will be used for transit contractor purchase of service, staff salaries, outreach, and capital projects within the bus system service area. Once these funds are obligated, they can be used by Harris County until totally expended.

 

Alternative Options:

County General funds will be required in lieu of ARPA funds for salaries and match.
