Background and Discussion:
The National Emergency Food and Shelter Program (EFSP) began in 1983 with a $50 million federal appropriation created by Congress. This program was designed to help meet the needs of hungry and homeless people throughout the United States and its territories by allocating federal funds to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance.
On August 31, 2022 the Alliance of Community Assistance Ministries, Inc. (ACAM), acting as the Local Board for the EFSP, released an application for EFSP Phase 40 and Phase 41 funds. During the last grant cycle, Harris County Community Services Department (CSD) was awarded an amount of $240,820 in EFSP Phase 39 funding to provide emergency rental and utility assistance to approximately 941 Harris County residents. Now, CSD proposes to submit an application for EFSP Phase 40 and Phase 41 grant funds. This application will serve as a renewal grant for on-going services administered by the County for the last 35 years. This grant will provide emergency rental, mortgage, and utility assistance to 3,600 eligible low-income households. The application will request $400,000 for EFSP Phase 40 and $400,000 for EFSP Phase 41 to provide these services for the grant period beginning on December 1, 2022 and ending on November 30, 2023.
Expected Impact:
Approval to apply for the EFSP Phase 40 and Phase 41 grant will allow CSD’s Office of Social Services to supplement existing funding to continue to assist approximately 3,600 low-income families with rent, mortgage and utility assistance. The application requests $800,000 total, with $400,000 being requested for EFSP Phase 40 and $400,00 being requested for EFSP Phase 41.
Alternative Options:
There are no alternatives. CSD’s Office of Social Services depends on this funding source to continue to adequately provide financial assistance to those families who are eligible and in need of emergency financial assistance.
