Request for approval to decree that the Hardy Toll Road Downtown Connector Project serves a public purpose and public necessity requiring that the Harris County Real Property Division be directed to acquire the identified two (2) tracts with a combined total acreage of less than 1.1 acres, using eminent domain if necessary (Precinct 1).

Background and Discussion:
In April 2018, Commissioners Court decreed public necessity of eight (8) tracts for the Hardy Toll Road Downtown Connector Project. The project is planned to extend the current Hardy Toll Road from its current terminus at IH 610 North into downtown Houston, and the solicitation for statements of qualifications for planning and conceptual design of the connector is anticipated to be issued by the end September 2021.
Parcel 8, the Union Pacific Railroad right-of-way (ROW), has been revised and authorization is being requested for Harris County Real Property Division to continue with necessary acquisitions as detailed in the attached Findings and Declarations.
A Temporary Construction Easement for Parcel 12TCE is also required to provide contractor access during construction.
Expected Impact:
These parcels are adjacent to the Union Pacific ROW and will provide access to the IH 69 corridor as well as allowing the future toll road to be constructed.
