Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the Environmental Protection Agency (EPA) Fiscal Year 2022 Clean Water STAG (Congressionally Directed Funding: Representative Dan Crenshaw - TX-02) Grant Program to fund the design of the Kingwood Diversion Ditch (G103-38-00-E001) in the San Jacinto River Watershed. The proposed G103-38-00-E001 Kingwood Diversion Ditch project will further reduce riverine flood risk along the Bens Branch channel. The Flood Control District plans to source the required local cash match ($400,000) from the Bond Program.

Expected Impact:
The project is expected to benefit structures in the vicinity of Bens Branch with an additional reduction in street flooding. The Flood Control District estimates that this project will reduce the 100-year floodplain by 223 acres, removing up to 69 structures from the floodplain and lowering the water surface elevation for the structures in the floodplain.
