Background and Discussion:
The Harris County Clerk's Elections Department is responsible for conducting all major elections in Harris County, called by the Governor or Harris County Commissioners Court. In addition to these mandated elections, the Harris County Elections Department may enter into Joint Election Agreements with major political subdivisions to perform all services related to conducting elections called by each of these particular political subdivisions. The Harris County Clerk's Elections Department additionally contracts with the Republican and Democratic Party Chairs in Harris County to perform several election related functions for each of the respective parties in conducting their individual primary and primary runoff elections in even years. Harris County currently uses the Hart InterCivic Verity Voting System ("Voting System").
