Background and Discussion:
On March 14, 2023, Commissioner's Court directed both the Harris County Engineering Department and the Harris County Toll Road Authority to update the Harris County Truck Route Study.
On May 16, 2023, Commissioner's Court approved the advertisement to obtain Statement of Qualifications (SOQ) for professional engineering services. HDR Engineering, Inc. was identified as the most qualified firm. The selected firm will determine the future freight needs of the county and identify investment opportunities that will ensure the safe and efficient movement of goods/services in the region while improving the quality of life for Harris County residents. The study will also determine possible alignments with the Texas Delivers 2050 Freight Plan.
On October 31, 2023, Commissioner's Court approved the negotiation with HDR Engineering, Inc. to provide engineering and planning services related to the Harris County Truck Route Study and Freight Corridors Plan.
