Background and Discussion:
Harris County Public Health (HCPH) provides programmatic expertise and project management support for a significant portion of ARPA-funded projects estimated at $113M. In addition to the existing ARPA projects within the HCPH domain, additional programs are expected to come online under HCPH's management within the next months, including 12 contracts identified under the Reproductive Healthcare Access Funds and the Reentry Capacity Building project. In alignment with the roles and quality expectations of Office of County Administration (OCA) and Harris County Public Health, five (5) agency-level resources were identified to provide strategic and operational management support for the projects and programs in the HCPH-ARPA portfolio. These positions include ARPA Health Portfolio Manager, ARPA Strategy Analyst, ARPA Data & Evaluation Specialist, and two ARPA Financial Analysts.

Expected Impact:
The approval of additional funds will allow these positions to continue enhanced coordination and communication between HCPH and OCA - ARPA PMO and increase the quality of program development, milestone tracking, and financial/data/evaluation/outcomes reporting.
