Request by the Department of Economic Equity and Opportunity for approval of a Data Use Agreement between Harris County, Geocko, Inc. DBA FORWARD, and Elite Research, LLC at no cost to the county.

Background and Discussion:
On June 6, 2023, the Commissioners Court entered into a master agreement with Geocko, Inc. DBA FORWARD to administer accelerator grants, including the application and data platform for the Harris Hub program.
On March 14, 2023, the Commissioners Court approved an order authorizing an award to Elite Research, LLC, for a comprehensive evaluation of the Harris Hub program.
This Data Use Agreement prevails over the data generated in the Harris Hub program. Under the agreement, the Data shall be exchanged between the Parties at no cost for the purpose of aggregating and analyzing the entirety of program data in relation to aspects including but not limited to program service, program beneficiaries, and program impact. Such aggregation and subsequent analysis maximize the programmatic evaluation goals set forth by Harris County for the Harris Hub program.
Expected Impact:
Approval of the Data Use Agreement will allow the vendors to use and share the programmatic data as needed to fulfill the program's performance and evaluation goals set forth by the County for this small business assistance program.
