Request by the Office of Management and Budget for approval to submit an application to the Office of the Governor/Criminal Justice Division for grant funds in the amount of $1,230,295.46, with a third-party match of $410,098.49, for the FY 2023-24 Residential Substance Abuse Treatment (RSAT) Program, and execute an interlocal agreement with the Community Supervision & Corrections Department to administer the program.

Background and Discussion:
The Harris County Residential Treatment Center (HCRTC) program is designed to assist clients in overcoming the social and personal barriers to meeting the conditions of supervision and development of a pro-social lifestyle. The program also aims to provide the courts with an alternative to incarceration in the effort to reduce recidivism. Budget is requested to provide service to at least 362 clients, to be done through a sub-recipient agreement with the Harris County Community Supervision and Corrections Department (CSCD). Note: The required match of $410,098.49 will be provided by CSCD from their state funds allocation.
Grant positions would be employees of CSCD and expenses would appear in the County ledgers as
payments to sub-recipients.
Expected Impact:
Services would be available to a wide variety of Clients who have enrolled in the program.
