Background and Discussion:
The Clay Road 4 project is to widen Clay Road from existing 2-lane asphalt roadway to 4-lane asphalt roadway with raised median and a new storm sewer system.
There are two (2) abandoned pipelines owned by Enterprise Crude Pipeline LLC that are in direct conflict with the proposed widening for the project.
Expected Impact:
Approval of this agreement will allow Enterprise Crude Pipeline LLC to remove and/or abandon in-place their abandoned lines that are in direct conflict with Harris County's proposed roadway widening for the Clay Road 4 Project. This will allow the project to provide traffic relief and drainage improvements.
Alternative Options:
Alternative option includes choosing to disapprove of this agreement, which will have significant impact to the project's schedule and budget in order to reassess an alternative roadway drainage system.
