Background and Discussion:
The Housing and Urban Development Grant (HUD) Office of Lead Hazard Control and Healthy Homes (OLHCHH) and the Harris County Community Services Department (CSD) Lead-Based Paint Abatement Program's primary objective is the development of viable urban communities by providing the following, principally for persons of low and moderate income: lead-safe and healthy housing for families and children;
a suitable living environment; and expanded economic opportunities. The funds can be used for qualifying activities including acquisition, construction, and social services. The purpose of the CSD Neighborhood Nuisance Abatement Program is to identify, investigate and abate abandoned, unsafe structures in Harris County that are a public nuisance and pose a health and safety risk to area residents including children.
