Background and Discussion:

Harris County has signed a grant agreement with the Texas General Land Office (GLO) to receive $750 million in Community Development Block Grant-Mitigation (CDBG-MIT) funding. As a part of this agreement, Harris County is required to develop a method of distribution (MOD) to determine how these funds will be disbursed. The Harris County Community Services Department (CSD) is developing the MOD. Given the importance of these funds to the County and other jurisdictions in the County, the Office of County Administration recommends hiring engineers to provide technical assistance in developing and reviewing the MOD.

Expected Impact:

Technical assistance for the MOD will help provide assurance that it is developed as intended. It will reduce risk of unintended consequences of certain decisions, helping ensure critical CDBG-MIT funding is distributed in a way that best meets community needs.
