Request for approval of an Interlocal Agreement with the Houston-Galveston Area Council (H-GAC) to facilitate fare reimbursement for Fridays in September.

Background and Discussion:
The Houston-Galveston Area Council's Commute Solutions program in partnership with Harris Count Transit, hereafter known as the local sponsor, will provide marketing and advertising for free fare days each Friday during Commute Solutions Month, September 2026 in support of Ozone Action. Commute Solutions will provide the local sponsor with up to $35,000 to cover marketing and fares of the project during that period.
The objective of this initiative is to promote the use of transit services, encouraging a shift in commuting habits that will decrease vehicle miles traveled and enhance air quality across the region. The fares will be covered by federal funds through H-GAC's Commute Solution program, offering commuters the chance to experience transit services at no cost.
Expected Impact:
The purpose of this campaign is to encourage commuters to try transit services, ultimately creating a shift in mode. This mode shift will reduce vehicles travelling across the region and improve air quality. No fiscal impact.
