Background and Discussion:
The Center for Health Care Data (CHCD) at UTHealth Houston School of Public Health was appointed the administrator of the Texas All Payor Claims Database (TX-APCD) in 2021 by the Texas legislature. The stated purpose of the TX-APCD is to increase transparency of health care costs, utilization, and access and to improve the affordability, availability, and quality of health care in Texas. Due to this designation, the CHCD is permitted to use Texas Medicaid data for TX-APCD-approved uses from 2019 on. Additionally, the CHCD was granted the status of a state agency by the Center for Medicare and Medicaid (CMS) to receive Texas Medicare Fee for Service data, also to use under the terms of the TX-APCD legislation.
