Background and Discussion:
On August 23, 2022, Commissioners Court approved a Master Agreement between Harris County and The Coalition for the Homeless of Houston/Harris County utilizing $8,703,197.00 in ARPA SLFRF to support the Housing Services and Intermediary/Monitoring Services project. The project allowed The Coalition for the Homeless of Houston/Harris County to serve as the lead project manager for Phase 2 of the Community-wide COVID Housing Program (CCHP), be the financial intermediary between the County and the sub-awardees responsible for participant enrollments, and providing navigation, case management, ongoing support, and assistance with unit lease-ups for individuals referred through The Way Home CoC's Coordinated Entry System (CES).
