Background and Discussion:
Precinct 3 is requesting the Office of the County Engineer to enter into an agreement for professional engineering services to remove the roadside ditches, and construct five-foot-wide sidewalks by installing a storm sewer system for subdivisions in the Highlands area. The study phase will cover the entire area, with Phase One focusing on design and construction. The Highlands area is bounded by West Canal Road to the north, Crosby Lynchburg Road to the east, Harris Road to the south and the San Jacinto River to the west.

Expected Impact:
The project will ensure the subdivisions in the Highlands community are maintainable and functional.

Alternative Options:
Without this project, the roads cannot be maintained properly. The goal is to enhance safety, pedestrian flow, and drainage, as requested by Precinct3.
