Background and Discussion:
The Flood Control District's Channel Ownership and Maintenance Responsibility Program (Channel Ownership Program) was established to address uncertainties regarding drainage infrastructure ownership and maintenance responsibilities within Harris County. Many channels lack formally dedicated drainage easements, have unidentified owners, or have no designated agency responsible for their upkeep. This ambiguity creates challenges in determining accountability for maintenance and responding to public service requests. To resolve these issues, the Channel Ownership Program investigates and identifies channels that meet the program's criteria.
