Background and Discussion:
The Parkway (Mobile Homes) Subdivision is in Precinct 1, northeast Harris County, south of the intersection of Park Trail Dr. and Tidwell Rd. The subdivision is a residential mobile home neighborhood consisting of approximately 510 lots. The existing drainage system consists of concrete curb and gutter, and surface flow to a main trunkline drainage culvert that runs south and ultimately outfalls into HCFCD maintained ditch P122-00-00. The existing drainage pipe system is undersized and causes surface waters to back up at the intake areas. This causes localized flooding at the intersections of the roads. Floodplains and Historical Flooding data shows 307 homes were reported structural flooding post-Harvey. The scope of the project includes increasing storm sewer capacity in the existing systems by constructing a wet bottom detention basin.
