Background and Discussion:
It is recommended that the Flood Control District be authorized to accept grant award funds from the Environmental Protection Agency (EPA) Fiscal Year 2022 Clean Water STAG (Congressionally Directed) Grant Program to fund the design of the Kingwood Diversion Ditch (G103-38-00-E001) in the San Jacinto River Watershed. The proposed project was submitted by Congressman Dan Crenshaw, representing the 2nd Congressional District of Texas. The proposed G103-38-00-E001 Kingwood Diversion Ditch project will further reduce riverine flood risk along the Bens Branch channel. The Flood Control District plans to source the required local cash match ($400,000) from the Bond Program.
Expected Impact:
The project is expected to benefit structures in the vicinity of Bens Branch with additional reduction in street flooding. The Flood Control District expects that this project will reduce the 100-year floodplain by 223 acres, removing up to 69 structures from the floodplain and lowering the water surface elevation for the structures in the floodplain. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not to apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
