Background and Discussion:
On October 10, 2023 Commissioners Court approved the execution of an Implementation Service Agreement for HCTRA to deliver a tolling service agreement with Texas Department of Transportation under which custodial account services would be needed for HCTRA to administer and distribute payments from users of certain tolled projects.

After extensive coordination, the existing County bank provider has been determined to not be a viable option as the existing bank does not meet the requirements of and timeline for a custodial account service to be implemented and delivered for the tolling service agreement with Texas Department of Transportation. In March 2024 Commissioner Court approved a new bank for the County. However, implementing the interface between HCTRA back-office system and a new bank is complex and requires extensive testing prior to implementation, the new bank for the County is not a viable option at this time. HCTRA, County Attorney's Office, the Purchasing Department and Office of Management & Budget have coordinated to determine best path forward to meet the timeline for implementation of the Tolling Services Agreement with TxDOT.
