Background and Discussion:
Due to the rising interest rates, Series D and Series C-2 have earned sizeable interest from investing the unspent proceeds which generated a positive arbitrage. The IRS code requires that positive arbitrage shall be rebated to the Federal Government. The 60-day window to make these payments to the IRS will end on October 7, 2024.
