Background and Discussion:
The Department of Economic Equity and Opportunity (DEEO) Worker and Community Protection group provides wage rate compliance services for Port Houston Authority projects under Texas Government Code Chapter 2258.

This Interlocal Agreement is for the annual renewal for FY2025; the period of performance is October 1, 2024, to September 30, 2025. DEEO and Port of Houston Authority reviewed the prior agreement to ensure it was updated, including cost evaluation to ensure the cost of DEEO's services is fully captured in the agreement.

Expected Impact:
DEEO will use the revenue collected from this agreement to secure the resources required for construction contract compliance. Ongoing cost expenditures include staffing, equipment, and Labor Compliance Software costs. The expected impact is to ensure contract compliance and worker protections on Port of Houston projects under Texas Government Code Chapter 2258.

Alternative Options:
Commissioners Court can decline to approve the renewal; not approving the renewal agreement will impact the DEEO's ability to monitor construction projects for the Port Houston Authority.
