Background and Discussion:
Hydril USA Distribution, LLC (Hydril) requests a new temporary right of entry allowing Hydril to continue and expand ongoing groundwater monitoring and remediation activities on Flood Control District property along Unit P130-06-00 for the next two (2) years. The previous temporary right of entry expired in March 2023 and Hydril has been requested by the Texas Commission on Environmental Quality (TCEQ) to expand ongoing monitoring and remediation activities.

Expected Impact:
A temporary right of entry will be executed allowing for the ongoing monitoring and remediation activities to continue for two (2) years and the additional installation, monitoring, and plug and abandonment of groundwater monitoring wells by Hydril USA Distribution, LLC on Flood Control District property.

Alternative Options:
The Flood Control District would be obligated to conduct monitoring according to TCEQ requirements and expend funds to hire a contractor for these services.
