Background and Discussion: Project B513-02-00-E003 comprises the construction of the B513-02-00 (Baywood) Stormwater Detention Basin. The project is located in the city of Pasadena within Precinct 2, east of Beltway 8 adjacent to Armand Bayou. The B513-02-00 site was previously constructed for the mitigation and expansion of Almeda-Genoa Road which flooded multiple times, including 2015, 2016, and 2017. Flood control District had a previous project to expand and deepen the existing basin. The project presented issues being originally designed as a wet bottom with the Houston Airport Systems with possible bird strikes. In 2022 there was a project (B509-03-00-E002) to fill and restore to dry basin, but the project did not have enough material to completely fill to this state. The construction is funded by the recently received 2018 Bond funds. The goal of the project is to restore the entire site to drain dry post storm events by excavating east of the existing site to fill the remainder to was not completed during the previous phase.
