Background and Discussion:
The Harris County Flood Control District and Housing and Community Development were awarded grant funds from the Texas General Land Office (GLO) to execute a portfolio of Community Development Block Grant - Disaster Recovery (“CDBG-DR”) and Community Development Block Grant - Mitigation (“CDBG-MIT”) projects.
The Department of Economic Equity and Opportunity (DEEO) will provide technical assistance in reporting, monitoring and compliance as outlined within the grant to both the Harris County Flood Control District and Housing and Community Development. These collaborative efforts of DEEO, and the services provided to the Housing and Community Development and Harris County Flood Control District, are needed to achieve the objectives of the requirements outlined by the General Land Office.
Expected Impact:
Labor resources through DEEO will be needed to ensure successful project execution, minimize delays, and secure 100% reimbursements for Harris County under the General Land Office (GLO) grant. The projected cost for these three (3) positions through FY30 is $2,734,842 and will be reimbursed to DEEO via GLO funding in agreement with the Housing and Community Development and Harris County Flood Control District (HCFCD). No additional general fund budget is being requested.
