Background and Discussion:

Change Order - 1 added 90 days to this project because the property owners are generally not paying the water meter deposits in a timely manner, and once the deposits are paid, the City of Houston procedure to process the Home Connection Approvals has been very slow.  Therefore, the Contractor has been delayed in performing the waterline home connection work as required.

Change Order - 3 will be another time extension of 86 days because of this same reason.

 

Expected Impact:

If the additional time is not granted, the contractor will not be able to complete the require water line home connections needed to complete this project.
