Background and Discussion:

The project includes reconstruction of Wallisville Road - from 965 feet west of Garth Rd to 1,400 feet west of North Main Street.  Reconstruction includes an upgrade of the roadway from a two-lane asphalt road with open ditches to a 4-lane concrete curb and gutter boulevard with a 32' raised median.

This change in contracts includes:

Time for installation of seal slab, dewatering and installation of cement stabilized sand under junction box number 3 - 3 days.

Cost of tie in proposed Reinforced Concrete Box (8x4) to existing junction box - 4 ($12,020.98).

Cost and time for well pointing due to high level of underground water ($122,500.00 - 59 days).

Cost of removal of abandon utility pipe at station 1+02 ($200.00).

Cost of overrunning of some of the existing bid item (Bid Item 030 Tack Coat - $5,265.00, Bid Item 065 precast reinforced concrete box (8x4) - $2,8655.00, Bid Item 096 Temporary 24 inch reinforced concrete pipe - $1,960.00, Bid Item 107 Low profile concrete barrier type 1 furnish and install - $4,200.00, Bid Item 110 Low profile concrete barrier type 2 furnish and install - $19,200.00, Bid item 113 Temporary drainage swales - $329.00 (total - $33,819.00).

Cost of extra deep well pointing at Garth Road intersection ($18,857.00).

Expected Impact:

Change allows Harris County Engineering Department to perform quality control testing and installing storm sewer component per standard specification due to high level of underground water in Wallisville Road and Change allows the Contractor to be compensated for proposed changes.

Alternative Options:

Installing the seal slab beneath the storm Sewer component which would be costly and choose open cut at Garth Road intersection instead of tunneling which critically will impact traffic in this intersection and Traffic control of open cut entails higher traffic control costs.
