Background and Discussion:
The County contracted with Veterans Serving America in March 2023 to provide security guard services beginning on May 1, 2023. Veterans Serving America is currently providing unarmed guards at 12 County facilities and armed guards at 3 County facilities. Departments which receive services are invoiced directly by Veterans Servicing America; the Engineering Department is only invoiced for two (2) security guards at 1111 Fannin (6am to 6pm) and for four (4) security guards at 1010 Lamar (6am to 6am, 24hours/day).
As the Office of the County Engineer provides building managers for County facilities, Engineering has historically been the proponent for this contract. As Engineering does not have visibility of the quality of services at facilities in which it is not invoiced for, the Office of the County Administrator will be assuming oversight of this contract and will process future renewals.
Veterans Serving America provided a Good Faith Effort explanation letter to justify not meeting the MWBE goal of 17%. In August 2023, Veterans Serving American submitted a MWBE deviation request as their subcontractor was not performing. This deviation request was approved. Veterans Serving America brought on a new subcontractor who is performing; they need to increase their subcontractor’s coverage to meet MWBE objectives. The Office of the County Administrator is assisting the vendor.
Expected Impact:
Veterans Serving America will continue to provide security guard services at designated Harris County facilities.
Alternative Options:
If no action is taken, Constable Precinct 1 will be required to provide security services. This will likely occur through using ‘Z-Time’ which will cost in excess of $50/hour per deputy.
