Background and Discussion:

The Emerald Forest Subdivisions Road and Drainage Improvements (Cypress Place-Ph II) project includes drainage improvements consisting of an underground storm sewer box system along the bottom half of Cypress Place Drive while regrading all roadside ditches. The underground storm sewer box system will connect to the newly installed 13’x10’ junction box part of Phase I construction. All sheet flow will either outfall to the newly improved drainage system that outfalls to Harris County Flood Control District Channel E132-02-00 or existing Cypress N. Houston storm sewer system. Paving work will also include the removal and replacement of concrete residential driveways along with new culverts. The proposed roadside ditches will be improved to account for a future 22-foot roadway widening along with the enlargement of all 4 cul-de-sacs.

 

The Change in contract request includes the following:

                     PCO -3. Adding additional contract/project time for the contractor due to delay in relocating the conflict utilities like gas line and waterline and additional tree removals in ROW with an additional $0.00 and 9 days.

                     PCO -6. Adding new line items for 6-inch Redwood Headers for Driveways on both sides of the culvert pipe as per design plans and additional trees removal then the planned in clearing and grubbing in the ROW of the project area. The change in quantities is being balanced out from funds that will be unutilized on other line items. Added 1315 linear foot new line item#058- 6-inch Redwood Headers for Driveways and lump sum new line item #059- Additional Tree Removals within ROW, deduct 59.6 tons from existing Line item#015- HMAC Base Course (8-inch-Thick Black Base) with an overall deduction cost in the amount of $0.50 and 0 days.  

                     PCO -7. Adding a new line-item removal of additional big oak tree in ROW which was dead during regarding of ditches due to root system in the existing ditch area. The change in quantity is being balanced out from funds that will be unutilized on other line items. Added 1 lumpsum new line item #060- Additional Tree Removal along Cypress Court, deduct 7.644 tons from existing Line item#015- HMAC Base Course (8-inch-Thick Black Base) with an additional cost of $0.23 and 0 days. 

                     PCO-8. An addition of quantities to existing Line Item #022- Concrete walkway 4-inch thick overran the original commitment amount. The change in quantity is being balanced out from funds that will be unutilized on other line items. Additional quantity of 6.36 square yards is needed for the existing line item #022 to complete the work as proposed in the design plan, deduct 3.436 tons from existing line item#015- HMAC Base Course (8-inch-Thick Black Base) for an additional cost of $0.05 and 0 days.    

                     PCO -9. An addition of quantities to existing Line Item #020- Reinforced Concrete Driveways (6 inch Thick) overran the original commitment amount due to field condition changes.  The change in quantity is being balanced out from funds that will be unutilized on other line items. Additional quantity of 28.23 square yards is needed for the existing line item #020 to complete the work as proposed in the design plan, deduct 10.524 tons from existing line item#015- HMAC Base Course (8-inch-Thick Black Base) for an additional cost of $0.12 and 0 days. 

                     PCO-10. An addition to existing Line Item #021- Gravel Driveways (6 inch thick) overran the original commitment amount. The change in quantity is being balanced out from funds that will be unutilized on other line items. Additional quantity of 64.78 square yards of Gravel is needed for the existing line item #021 to complete the work as proposed in the design plan, deduct of 11.823 tons from Line item#015- HMAC Base Course (8-inch-Thick Black Base) with an additional cost of $0.19 and 0 days.

                     PCO-11. An addition to existing Line Item #003- Removing Existing Concrete (Concrete Driveway Pavement with or without Concrete Curbs) (All Thicknesses) (Including Gravel Driveways) overran the original commitment amount due to field condition changes. The change in quantity is being balanced out from funds that will be unutilized on other line items. An additional quantity of 94.72 square yards is needed for the existing line item #003 to complete the work as proposed in the design plan, deduct 10.53 tons from existing line item#015- HMAC Base Course (8 inches Thick Black Base) with an overall deduction cost in the amount of $0.09 and 0 days.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation
of structural flood damage to homes in the community. This modification is a step in the process to reduce the
financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial
impact of recovery costs to the Emerald Forest (Cypress Place PH 2) subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 2601 Fund, for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to staffing anticipated.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the unutilized grant funds will not be used to compensate the contractor for completing the scope of the work.
