Background and Discussion:

The Lynwood Estates Subdivision is located in Precinct 3, north of Beltway 8 and west of Hardy Service Rd. The project will improve the existing public drainage system in order to reduce ponding during the 2-year, 10-year, and 100-year storm events. The improvements include upsizing existing inlets, installing storm sewers and upsizing the system’s outfall to reinforced concrete boxes, and adding a detention pond to avoid adverse impacts to the receiving waterways.

 

The Change in contract request includes the following:

                     PCO -21. Adding new line items for enclosed structure along Megan Street and detention pond entrance as per design plans due to safety concerns at the request of Precinct. The change in quantities is being balanced out from funds that will be unutilized on other line items. Added  1 lumpsum new line item #091- Enclosed Structure along Megan St and Detention Pond, lumpsum and deduct of the following items including 122 linear feet from existing Line item #030- Precast Reinforced Concrete Boxes (6X3), 5 each from existing Line Item #028-Modified Type A inlet, 2 each from existing Line Item #027- Type A inlet with concrete apron and 19 linear feet from existing Line Item#025-Reinforced Concrete Pipe, C76, Class III, Rubber Gasket (42 inches) with an overall deduction cost in the amount of $854.00.  There will be an addition of 233 days for the redesign of the enclosed structure and coordination between the Precinct, Engineer of Record, General Contractor, and Harris County Engineering Department - Recovery and Resiliency Division.

                     PCO-22. An addition of quantities to existing line items #022- Reinforced Concrete pipe, C76, Class III, Rubber Gasket (18 inches), #007-Remove and disposal of existing Asphaltic surface and base material, #013-cement stabilized sand, #015 Reinforced concrete driveway (7 inches) high early strength, #024-Reinforced concrete pipe, C76, Class III, Rubber Gasket (30 inches), #029-Type A inlet on top of 6X3 Reinforced Concrete Boxes, #042-concrete slab for extreme event flow and maintenance parking, #045-Riprap - Gradation No.1 (18 inches) and #050 MTLW-beam GD Fen (Timber Post) overran the original commitment amount. The change in quantity is being balanced out from funds that will be unutilized on other line items. Additional quantities for above line items are needed to complete the work as proposed in the design plans, deduct from existing line items 207 linear feet  of #023- Reinforced Concrete Pipe, C76, Class III, Rubber Gasket (24 inches), 566 linear feet of  #021-Trench Safety System (5 to 10 feet) and 16.74 cubic yards of #020-Structural concrete (headwall & Wingwall) for an additional cost of $854.00 and 0 days.    

                     PCO -20. Adding new line items for jack and bore of RCP under driveway 54 as per design plans. The change in quantity is being balanced out from funds that will be unutilized on other line items. Added 1 lumpsum new line item#092- Jack and bore under driveway 54, deduct 8.5 cubic yards of existing line item#020-Structural concrete (headwall & Wingwall) for an additional cost of $0.00 and 0 days.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation
of structural flood damage to homes in the community. This modification is a step in the process to reduce the
financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial
impact of recovery costs to the Lynwood Estates subdivision homeowners, Harris County, and FEMA. The
fiscal impact for this project will come from the 1080 Fund, for the Recovery and Resiliency Division
subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project
schedule or staffing anticipated.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the unutilized funds will not be used to compensate the contractor for completing the scope of the work.
