Background and Discussion:

The Bear Creek Subdivision is 675 acres generally bound by Clay Road to the south, State Highway 6 to the west, Addick’s Satsuma Road to the north, and Addick’s Reservoir to the east. The structures in the subdivision have suffered repetitive flood losses. Most recently, during Hurricane Harvey, 1,396 structures were flooded. Prior to that, the Tax Day flood in April 2016 flooded 306 structures. Drainage problems within the Bear Creek Village Subdivision primarily result from ponding areas where the storm sewer system is inadequate to collect and drain extreme event runoff. Drainage analysis has shown that street regrading and storm sewer replacement, in addition to channels in the reservoir, will provide the optimal reduction in flood risk for the subdivision. Stage A includes limited work within the subdivision. Stage B completes the subdivision work and includes the channels in the Addick’s reservoir. This contract includes construction services for Stage A.

 

The Change in contract request includes the following:

 

                     PCO-2: New line Item for Inframark Utility District #6 Water Line Repair Invoices due to conflict with the proposed improvements as per design plans. Additional amount requested is for the relocations/repairs performed by Inframark (water utility company for Bear Creek) at various locations. Added 1 lump sum new line item#086- Inframark Utility District #6 Water Line Repair Invoices for an additional cost of $16,637.33 and 0 days.

 

 

                     PCO-3: Additional of quantities to existing Line Items #4-removing old concrete (pavement) with curb, #14-remove, and haul away existing concrete sidewalk, #21-proposed high early strength concrete pavement (6 inches) - roadway, #22-proposed concrete sidewalk (4.5 inches), #23-concrete curb (6 inches), #28-lime stabilized subgrade (6 inches), #31-lime (slurry) for stabilized subgrade (2 percent), #33- sodding for erosion control and stabilization,# 35-trench safety systems (5 - 10 feet), #39-reinforced concrete pipe, C76,class iii, (24 inches) (5 to 10 feet depth), #43-precast concrete standard manhole (5 feet = depth = 10 feet), #48-inlet (precast)(type bb, standard depth), #70-inlet protection barrier (for stage inlets, gravel bags); #71-inlet protection barrier (stage 1, with fiber rolls) over ran the original commitment amount. Additional quantities for above line items are needed to complete the work as proposed in the design plans and deduct from existing line item 59 linear feet of #24-CONCRETE SIDEWALK CURB (up to 12 inches) for an overall additional cost of $52,610.44 and 0 days.

 

                     PCO-4: Adding new line items for Cement Stabilized Sand (6 inches) in lieu of Lime Stabilized Subgrade at the manhole tie in and tight locations in lieu of lime for subgrade to overcome difficulties in using machinery and reduce the time as per proposed design plans. This will add 5,585.60 Square Yards at unit price of $6.80 per Square Yard for new line item#087- Cement Stabilized Sand (6-inch depth) for an additional cost of $37,982.08 and 0 days.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation
of structural flood damage to homes in the community. This modification is a step in the process to reduce the
financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial
impact of recovery costs to the Bear Creek Village (Stage A) subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Fund, for the Recovery and Resiliency Division
subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project
schedule or staffing anticipated.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
