Background and Discussion:
The purpose of this project is to improve drainage within specific project areas of Crosby Township/MUD by increasing drainage capacity and reducing the water surface elevations for extreme storm events. The Franta Street area is drained by roadside ditches, which ultimately drain into an existing side lot swale draining southward to the existing drainage ditch serving the adjacent Union Pacific railroad. The railroad ditch drains westward, across Miller Wilson Road, before draining into the upstream reaches of HCFCD Unit No. R106-00- 00, a tributary of Jackson Bayou. The project specific to this change in contract is located at the intersection of Franta Street and Werchan Street, in Crosby, TX, Precinct 3.
The Change in Contract request includes new items for the following:
PCO - 3, Mowing: Additional cost in the amount of $649.16 and added 0 days. Changes include an addition of $649.16 Labor Crew 3:1 Supervisor and 4 Laborers for construction of additional items not on the existing purchase order. These included mowing of the project area prior to hydro-seeding.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation
of structural flood damage to homes in the community. This modification is a step in the process to reduce the
financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial
impact of recovery costs to the Crosby Township/MUD Drainage Improvements Franta Street Area 2018 homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Fund, for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be compensated for completing the original scope of work.
