Background and Discussion:

To officially submit CDBG-MIT projects to the General Land Office (GLO), CSD must certify income survey results on projects requiring income surveys. As part of the submission process, the CDBG-MIT program requires Harris County to document and report the beneficiaries and service area of each proposed CDBG-MIT project. For CDBG projects where the service area does not benefit the majority of the standard census geographic areas (places, census tracts, or block groups) in where the project is located, an income survey is required to document beneficiaries.

 

An income survey was required and conducted for the Chimney Rock Road and Anderson Park Drainage Improvements (Precinct 4). Harris County staff and consultants conducted outreach activities to notify residents in the area and performed door-to-door paper surveys. The response rate for Chimney Rock Road and Anderson Park Drainage Improvements (Precinct 4) was 84.94%. According to the survey results, the Chimney Rock Road and Anderson Park Drainage Improvements benefit area comprise of 54.99% low/moderate income individuals. This project surpasses the 51 percent minimum of low-to-moderate income individuals, meeting the criteria for designation as a low-to-moderate income area.

 

Upon completion of these survey, a CDBG Survey Tabulation Form with the results is developed and requires certification by the chief elected official of the jurisdiction. Housing and Community Development recommends certifying the income survey results for the Chimney Rock Road and Anderson Park Drainage Improvements Project.

 

Expected Impact:

Resolution and survey certification allows the County to submit project applications for CDBG-MIT funding to the Texas General Land Office to gain award of funding.
