Background and Discussion:

HART Program launched in the spring of 2022 in Harris County Sheriff’s Office (HCSO) District I and provides an alternative model for responding to 911 calls; interdisciplinary, unarmed first responder teams trained in behavioral health and on-scene medical assistance are dispatched to non-violent calls to assist residents and connect them to appropriate resources. With HART teams responding to these types of low-level calls, law enforcement is freed up to respond to more violent crimes and 911 calls from citizens.

 

On March 14, 2023, Commissioners Court voted for Harris County Public Health (HCPH) to work with the Office of County Administration (OCA) and the Office of Management and Budget (OMB) to create a plan and budget to maintain current operations of and expand the Holistic Assistance Response Team (HART) program.

 

On May 16, 2023, Commissioners Court voted for Harris County Public Health (HCPH) to implement the expansion of the Holistic Assisted Response Team (HART) program to Harris County Sheriff’s Office (HCSO) District IV.

 

On September 12, 2023, Commissioners Court voted to approve funding for Harris County Public Health (HCPH) and Harris County Sheriff’s Office (HCSO) to expand the Holistic Assisted Response Team (HART) program to begin expansion in at least one district by the end of FY24 and to fund an evaluation of the HART program for $2,200,000.

 

On December 19, 2023, Commissioners Court voted to execute an amendment to an agreement and a renewal option with DEMA Consulting & Management Texas, LLC. in the additional amount of $4,616,189

for additional services for Holistic Assistance Response Team services for Public Health Services for the period of January 10, 2024 - January 9, 2025 (210251).

The second amendment of the agreement with DEMA Consulting & Management Texas, LLC. aims to improve accounting and mitigate delays in processing invoices. Specifically, the second amendment includes itemized cost for vendor services that support the operations of the Holistic Assistance Response Team (HART) program. Furthermore, the second amendment directs the vendor to provide timely and accurate invoicing to ensure the continuous operation of the HART program throughout the service areas in Harris County.
