Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the Environmental Protection Agency (EPA) Fiscal Year 2022 Clean Water STAG (Congressionally Directed Funding: Representative Dan Crenshaw - TX-02) Grant Program to fund the design of the Taylor Gully Channel Conveyance Improvements Project (G103-80-03.1-E001) in the San Jacinto River Watershed. The proposed G103-80-03.1-E001 Taylor Gully Channel Conveyance Improvements project will further reduce riverine flood risk in the San Jacinto River Watershed. The Flood Control District plans to source the required local cash match ($400,000) from the Bond Program.
Expected Impact:
The proposed Taylor Gully Channel Conveyance Improvements project will further reduce riverine flood risk for residents of the Elm Grove, Mills Branch, North Kingwood Forest, and Woodstream Village subdivisions in the San Jacinto River Watershed. The Flood Control District estimates that this project will reduce the 100-year floodplain by 116 acres, removing up to 276 structures from the floodplain and lowering the water surface elevation for the structures in the floodplain. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not to apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
