Background and Discussion:
The Fountainview Subdivision is bound by Harris County Flood Control District (HCFCD) Unit# P133-00-00 on the north, Aldine Bender Road on the south, HCFCD Unit# P133-04-00 on the west, and HCFCD Unit# P133-03-00 on the east. The majority of the project area is residential, comprised of single-family homes with concrete sidewalks and a curb and gutter storm sewer system. An evaluation of the existing storm sewer system
showed that the existing storm sewer pipes do not meet current County criteria due to insufficient capacity to
convey the 2-year storm event. In addition to the undersized storm sewer within the neighborhood, it was also determined that the receiving channels restrict the study area’s ability to drain. The proposed solution
includes upsizing existing storm sewer to convey the 2- year storm event and incorporating a detention pond to mitigate increases in flow prior to outfalling into P133-00-00.
The proposed upsized storm sewers within the public right of way, conflict with a sanitary sewer owned by CSWR- Texas Utility Operating Company LLC. Various alternatives have been reviewed to resolve the conflict. The most effective solution requires a redesign of a segment of storm sewer to a shallower profile to avoid the conflict. CSWR- Texas Utility Operating Company LLC will provide the revised design and compensate Harris County for the increased construction cost and engineering review by the Engineer of Record.
Expected Impact:
Executing this agreement provides a resolution to the utility conflict between a sanitary sewer and proposed drainage improvements, allowing the project to proceed, reducing flooding and strengthening resiliency in Harris County. This agreement is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Fountainview subdivision homeowners, Harris County, and FEMA
Alternative Options:
Alternative options include choosing not to enter into an agreement with CSWR- Texas Utility Operating Company, LLC for storm sewer redesign, requiring a more expensive or longer duration conflict resolution, or otherwise not completing the project as designed.
