Background and Discussion:

The project is located northwest Harris County in the White Oak Bayou watershed. Bernadine subdivision improvements consists of roadside ditches that drain into HCFCD channel E132-00-00. The scope and proposed improvements are to regrade roadside ditches, install a storm sewer system under the ditches, upsize culverts, and reconstruct roadways within the neighborhood. A detention pond will be constructed to mitigate within the project limits. Improvements will comply with Harris County standards. This agreement for Construction Phase Services provided by Ward, Getz & Associates, PLLC (WGA), ensures that the project is built in accordance with the Harris County and Harris County Flood Control regulations.

 

The Change in contract request new items for the following:

 

PCO 1 - Gas line utility conflict - Added 5 calendars days due to Utility Conflict. Change in contract is due to difference in field conditions. On March 1, 2024, during the excavation for the installation of the Proposed 6X6 Junction Box W/Modified Type “A” Inlet at Sta. 32+35.93 Mile Dr., the Contractor encountered a live Centerpointe Gas line. The gas line was scheduled to be relocated for Phase I drainage work a critical path Item. Centerpointe was notified on March 1, 2024, to prioritize relocation through the Utility Coordinator. Centerpointe capped the line on March 5, 2024, Contractor resumed work the same day.

 

PCO-2: Mile Dr AT&T Line Conflict - Added 5 calendar days due to Utility Conflict. Change in contract is due to difference in field conditions. On March 9, 2024, the Contractor encountered an AT&T conduit line during the excavation for the installation of the Proposed 36” Reinforced Concrete Pipe (RCP) at approximate Sta. 34+25 RT Mile Dr. The AT&T conflicted with Proposed 36” RCP installation as part of Phase I drainage work a critical path Item. AT&T was notified through the Harris County Utility Coordinator. AT&T identified the conduit as non-active and responded that the line can be cut. Contractor resumed work on March 13, 2024.

 

PCO 3 - Mile Dr. Centerpointe Gas line utility conflict - Added 7 calendar days due to Utility Conflict. Change in contract is due to difference in field conditions. Centerpointe Gas were programmed to be relocating their gas lines throughout the entire Bernadine Project starting the end of January 2024. The Utility coordination Team provided a priority Phase plan developed by the contractor to Centerpointe. Centerpointe’s contractor commenced Phase I on the week of February 5, 2024, after installing survey stakes. Centerpointe’s contractor advanced their installation between Stations 20+00 LT and 32+00 LT Miles Dr. CE Barker had scheduled the installation of 36-inch RCP storm system during the same time as Centerpointe as shown on their Base Line schedule. This situation caused CE Barker to delay their critical path construction (Phase 1) until February 12 when Centerpointe contractor completed the run-on Miles Dr.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Bernadine Estates & Tower Oaks Sec 3 Subdivision.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
