Background and Discussion:

Evergreen Villas is in Northeast Harris County, Texas, Precinct 1. The subdivision is mainly composed of single-family homes. The residents have experienced structural flooding during several recent flood events. Approximately 37 homes were reported to have flooded during Hurricane Harvey. The purpose of this project

is to reduce flooding for homes. The proposed solution includes upgrading storm sewers and adding a detention pond. This contract includes construction services for the construction phase.

 

The Change in contract request includes new items for the following:

                     PCO - 2 Additional Well Pointing - Added 600 Linear Feet to Item No. 66 - Well Pointing with an additional cost of $24,000.00. The contractor utilized well pointing to manage ground water infiltrating from below the surface of the detention pond excavation. This temporary groundwater control measure allowed the contractor to excavate to approximately 2 feet above the proposed excavation bottom.

                     PCO - 3 CSS Backfill at Existing Backslope Interceptor Outfalls - Added a new item for CSS Backfill at Existing Backslope Interceptor Outfalls with an additional cost of $2,482.96. During the excavation of the detention pond the ground around several backslope interceptor outfalls began to erode and create a void under the existing corrugated metal drainage pipes. The erosion due to the stormwater prevented the contractor from grading the side slopes of the detention pond by not allowing any in-situ material to stay in place. The contractor placed cement stabilized sand to backfill the eroded areas under the existing corrugated metal drainage pipes.

 

                     PCO - 4 Bore for Waterline Relocation - Added 50 Linear Feet to Item No. 69 - Furnish and Install 12-inch AWWA C-900 PVC Pipe (DR-18) Water Line with an additional cost of $4,121.50, added a new item “Bore 12-inch Water Line” with an additional cost of $4,005.00, added a new item “12-inch Certalock C900 & Restrained Fittings” with an additional cost of $5,022.72. The original box culvert outfall alignment was redesigned to mitigate a conflict with an existing CenterPoint utility pole. The waterline relocation was lengthened and bored because of the redesigned box culvert alignment, and to meet Energy Transfer Pipeline’s clearance requirements.

                     PCO - 5 Dewatering Pond to Install Clay Liner - Added 7800 Linear Feet to Item No. 66 - Well Pointing with an additional cost of $312,000.00, added a new item “12-inch Diameter Discharge Piping” with an additional cost of $150,552.00, added a new item “Pond Dewatering Equipment - Generators” with an additional cost of $22,080.00, and added a new item “Pond Dewatering Equipment - 6-inch Pumps” with an additional cost of $12,000.00. Infiltration of groundwater has been observed during the detention pond excavation. Excavations that extend through or into deeper sandy soils require advance dewatering as part of the temporary groundwater control for the deepening of the detention basin.

 

Expected Impact:

The construction contract award seeks to reduce flooding and strengthen resiliency in Harris County, by assisting in the alleviation of structural flood damage to homes in the community. This contract is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Evergreen Villas subdivision homeowners, Harris County, and FEMA.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
