Background and Discussion:

The County has received funding from this grant program since 2002. Multiple departments such as the County Judge’s Office, Sheriff's Office, Fire Marshal’s Office, Universal Services, County Clerk’s Office, Public Health Services, and Office of Emergency Management have submitted project proposals to be included in the application.

This grant is funded by the U.S. Department of Homeland Security via the Office of the Governor, Homeland Security Grants Division and includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats related to interoperable communications. The grant provides grantees with the resources required for the implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation.

Expected Impact:

If fully funded, the County will receive $5,983,009.34 to implement eleven projects that would impact the County's preparedness and response to terrorist events and other emergencies.

Alternative Options:

Without this funding the County would need to find alternate funding, possibly utilize general funds, to maintain a robust Homeland Security Program.
