Background and Discussion:

The Fountainview Subdivision is in the Aldine area of northern Harris County, Precinct 1, and includes the following streets:  Farley Drive, Picton Drive, McCracken Rd, Indianola Drive, Mendota Lane, Surles Drive, and Vickita Drive.  The subdivision is about a half mile northwest of the intersection of US 59 Eastex Freeway and Aldine-Bender Road.  The subdivision is surrounded by tributaries of Greens Bayou, including P133-0000 to the north, P133-04-00 to the west, and P133-03-00 to the east. The proposed drainage improvements include upsizing 1,730 feet of storm sewer system with diameters ranging from 24 inches to inches, capacity improvements to 3,660 feet of the P133-03-00 and P133-04-00 grass-lined ditches, the addition of a 12 acre-feet detention pond to the north of the subdivision, the installation of 1,400 feet of buried storm sewer system in P133-03-00 with sizes ranging from 36 inches RCP to (7 feet X 4 feet)RCB, and in-kind replacement of roadway, curb, and gutter sections that are disturbed.

 

The Change in contract request includes new items for the following:

 

                     PCO-8. Reconciliation deduction of quantities adjustment of 51 linear feet of line item #26, 130 linear feet of line item #27, and 1 each of line item #41 in the amount of $52,490.00. Additional line items are needed for 130 linear feet of Precast RCB (4 feet X 2 feet), 51 linear feet of Precast RCB (3 feet X 2 feet), 1 Each Junction Box (7 feet x 7 feet) W BB Top, and 1 Each Modified Type C Manhole are needed to avoid the sanitary sewer conflict with the proposed improvement in the amount of $105,780.00 for an overall additional cost of $53,290.00 and 0 days

                     PCO-9. An addition of quantities to existing line item #58 weir (8-inches concrete) overran the original commitment amount. The change in quantity is being balanced out from funds that will be unutilized on other line items. Additional quantities for the above line items in the amount of $62,739.60 are needed to complete the work as proposed in the design plans, deduction of 2 each from existing line items #35 Headwall (CH-PW-0) (diameter- 42 Inches) in the amount of $51,000.00 for an additional cost of $11,739.60 and 0 days.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This change in the contract is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Fountainview Subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact on the project schedule or staffing is anticipated.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the original scope of work.
