Background and Discussion:

The Cedar Bayou Park East and West Subdivision Drainage Improvements project site consists of subdivision drainage improvements and a stormwater detention basin located south of IH 10 from Sjolander Road to Bayou Boulevard, in east Harris County, discharging into HCFCD Channels Q113-00-00 and Q114-00-00. Major work activities include approximately 25,300 linear feet of reinforced concrete storm sewer consisting of various reinforced concrete pipe sizes, reinforced concrete box sizes, inlets, manholes, junction boxes, culvert headwall/wing wall structures, removal and reconstruction of existing driveways, and proposed detention pond.

 

The Change in contract request includes new items for the following:

                     PCO-1. Adding additional days to the contract is needed for the contractor's additional effort of coordination with the constituents for the on-site operation during clearing and grubbing with an additional $0.00 and 2 days.

                     PCO-3. Adding new line items is needed for the Concrete Collar and Coring of RCB to connect the existing 24" corrugated metal pipe (CMP) with a concrete collar to the proposed 24 inch corrugated metal pipe and then extend to the manhole on the 6x3 reinforced concrete pipe to complete the proposed design plan with an additional cost of $5,000.00 and 1 day.  

                     PCO-4. Adding a new line item of 72 linear feet of 20 inch steel casing is needed for sanitary sewer and waterline per the design plan with an additional cost of $10,800.00 and 0 days. 

                     PCO-5. An additional 352 hours are needed to the existing line item #0-96- Uniform Police Officers for an additional cost of $22,880 and 0 days.    

                     PCO-6. An additional quantity of 66 linear feet of 12-inch steel casing is needed for the existing line item #0-116 to complete the work proposed in the design plan with an additional cost of $12,994.00 and 0 days. 

                     PCO-7. Additional quantities are needed of 192 linear feet of 24” RCP, two Type-A Inlets, 192 linear feet of trench safety, and the deduction of 80 linear feet of proposed 18” RCP under Driveways as shown in the proposed plan to complete the revision of the proposed storm sewer system from STA 6+85 - STA 8+50 to complete the design revision with an overall additional cost of $26,441.70 and 3 days. 

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Cedar Bayou Park East and West Subdivision.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
