Background and Discussion:

This agreement will allow the current engineer of record to provide design and construction phase engineering services for the Boudreaux Stormwater Detention Basin, a CDBG-MIT funded project. The consultant has completed the Preliminary Engineering Report and provided the Flood Control District with a recommended design alternative and extensive analysis of the project area. The project ranks in the third quartile of the 2022 Prioritization Framework.

Expected Impact:

The recommended option will provide 1,748 acres of stormwater detention storage, removes the floodplain from 109 structures, 175 parcels, 1.6 miles of roadway, and 162 acres within the Willow Creek Watershed during the 100-year (1%) flood event, and reduces water surface elevations up to approximately 0.91 ft.

Alternative Options:

Multiple alternatives were considered, and this is the best option for the project. If this project does not move forward Harris County could lose CDBG-MIT funding and not realize potential flood risk reduction benefits.
