Background and Discussion: This budget amendment is cost neutral. County Connections Youth Summer Initiative provides grants to organizations that offer comprehensive, summer programming, short-term projects, and other enrichment for children ages 5-18 through The Harris County Department of Education (HCDE) Center for Afterschool Summer and Enrichment (CASE) for Kids. The program has been active since April 2023 and has achieved strong results related to key performance indicators. The amendment redistributes funds in budget categories but does not increase costs for the program; more funds will be added to the summer-time program grants, allowing providers to serve more children.

 

Expected Impact: The proposed budget change allows HCDE to reach more children with summer-time programming, and re-balances the ILA budget to assure accurate spend-down of ARPA funds committed to this program.

 

Alternative Options: Commissioners Court could decline the request, and the program will proceed with the current budget. This will result fewer grants made to summer-time programs in the County, lowering the impact of the program.
