Background and Discussion:

The Long Play subdivision is located in eastern Harris County, Texas, north of Garrett Road, east of Beltway 8, and west of the San Jacinto River Authority (SJRA) aqueduct. The Long Play subdivision is transected by Game Cove Lane and Long Play Lane. The Garrett Road outfall channel, also known as Harris County Flood Control District (HCFCD) Channel G103-12-00, flows from west to east, parallel to Garrett Road, from the Long Play subdivision to the San Jacinto River. Sheet flow within the subdivision is collected by the roadside ditches which discharge into the Garrett Road outfall channel. Under existing conditions, the Long Play subdivision has experienced recurring flood damage during multiple separate rain events. There have been at least seven separate storm events that have caused flood damage to structures in the subdivision according to FEMA repetitive loss records.

 

The Change in contract request includes new items for the following:

                     Final Adjustments: The deduction of $49,594.98 for reconciliation of actual quantities used in construction with estimated quantities used for completing the proposed scope of work

                     Steel Plates to protect road - Added a new line-item for steel plates to protect vehicles from hitting existing failed asphalt paving. Failure of the asphalt pavement was pre-existing. This includes adding new line item “Steel Plate” 1 Lump Sum at an addition cost of $6,305.91 and 0 days.

                     Adding new line-items for temporary driveways to be provided during the installation of the proposed storm pipes and the concrete driveway. This includes the addition of new line items #087- “Temporary Residential Driveway (DW)” 513 square at a Unit Price of $30.55/SY; #088-“Temporary Commercial DW 12 inch 526 square yard at a Unit Price $37.74/square yard; #089  -“Temporary Commercial DW 10 inch 467 square yard at a Unit Price $34.31/SY; #090 - “Temporary Commercial DW 8 inch 419 square yard at a Unit Price $31.07/square yard; #091 - “Temporary Commercial DW Concrete 12 inch 347 square yard at a Unit Price of $44.15/square yard  with an additional cost of $79,901.65  and 7 days.

                     Adding new line-item for the removal and replacement of existing 48 inch Corrugated Metal Pipe at station 58+50 Garret Rd. This was at the petition of the Precinct during the Final Inspection Walk on June 5, 2023. This includes the addition of new line item #086- “48 inch Corrugated Metal Pipe at station 58+50 Garret Rd” 1 lump sum at an additional cost of $34,936.00 and 7 days.

                     Adding new line-item for the escalation in price for Concrete. Contractor requested to be compensated for the increased in cost of High Early Strength Concrete stipulated on their supplier Texas Concrete Quote. The increase in price was due to National shortage of cement and Fuel Surcharges for delivery. The contract included an escalation clause in the Specifications under “Special Requirements”.  This includes the addition of new line item #085- “Escalation Concrete” 1 lump sum at an additional cost of $8,960.15 and 0 days.

                     Adding new line-item for the furnishing and the installment of a new sign. At the petition of the constituents in the neighborhood and the approval of the EOR, the Precinct and Disaster and Resiliency Division a new R5-2 NO TRUCKS ALLOWED Sign was installed at the corner of Long Play Lane and Garret Road. This includes the addition of new line items #084 - “New Traffic Sign” 1 each at an additional cost of $600.00 and 1 days.

                     Adding new line-item for the replacement of 4 headwalls for Driveways 8 and 9 on Long Play Lane. This scope of work performed to replace the existing headwalls that were removed during the installation of the proposed driveways. The EOR, the Precinct, and Disaster and Resiliency Division agreed to the change. This includes the addition of new line items #083 - “Driveway Headwalls” 4 each at a Unit Price $3,800.00. with an additional cost of $15,200.00 and 4 days.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Long Play Subdivision Drainage Improvements - 2018.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the original scope of work.
