Request for approval of an interlocal agreement with Houston-Galveston Area Council, in the amount of $400,000, to purchase certain governmental administrative functions, goods or services specific to remote sensing, including Light Detection and Ranging (LiDAR) and all associated remote sensing related services. Background and Discussion:
The latest available elevation data is from the 2018 Light Detection and Ranging (LiDAR) program managed by the Texas Geographic Information Office. Since that time elevations have changed throughout the County because of subsidence, construction, and other factors. The United States Geological Survey (USGS) has approved an application from Houston-Galveston Area Council to acquire 2024 LiDAR data and a Digital Elevation Model (DEM). The Flood Control District has budgeted $400K to cost share with other entities and the USGS to acquire this data. The USGS is requiring cost-sharing funds from the participants before awarding the contract.
Expected Impact:
This will allow the Flood Control District to identify elevation changes over the last 6 years as well as providing the Flood Control District with a more current elevation model.
Alternative Options:
Without this cost sharing opportunity, the cost of acquiring LiDAR data would be 7 times as much based on this acquisition's total cost.
